The Cybersecurity Maturity Model Certification (CMMC) Final Rule has been published, making CMMC requirements enforceable in DoD contracts starting November 10, 2025. The race to compliance is on, and the Defense Industrial Base (DIB) is turning to cutting-edge technology to meet the challenge: Artificial Intelligence (AI).

At KLC Consulting, we recognize that AI isn’t just a future concept; it’s a present reality in the CMMC readiness space. However, its adoption comes with a critical qualifier: vetting and assurance.

The Benefit: AI as the CMMC Force Multiplier

AI is not replacing the Certified CMMC Assessor (CCA), who ultimately determines a control’s Met/Not Met status. Instead, it is being utilized by C3PAOs and OSCs as a powerful tool to address the immense scale of the CMMC Level 2 requirement (110 NIST SP 800-171 controls).

Automated Evidence MappingAI tools scan log systems, configurations, and documents, automatically pulling and mapping evidence (like audit logs or configuration files) to specific NIST SP 800-171 controls. This significantly reduces the manual labor required for document production.
Continuous Monitoring & Gap AnalysisMachine Learning (ML) models continuously analyze security telemetry (network traffic, endpoint logs) against established compliance baselines, instantly flagging deviations or non-compliant actions. This moves organizations from static, point-in-time readiness checks to continuous compliance.
Regulatory ParsingAI uses Natural Language Processing (NLP) to parse complex regulatory texts and update documentation (such as System Security Plans and policies) to reflect the latest DoD and CyberAB guidance, including the CMMC Assessment Process (CAP).

This efficiency is crucial given the growing demand for C3PAO services. As CyberAB CEO Matt Travis stated:

The Risk: AI’s Unvetted Black Box and “Mishaps”

The challenge noted by the DIB community, including the president of KLC Consulting, is that not all AI is created equal in a regulated environment.

The Problem of Data Security and Vetting

The primary risk is introducing an unvetted AI platform into an environment that handles Controlled Unclassified Information (CUI). If a compliance-focused AI tool processes CUI data and that tool’s infrastructure does not meet federal security standards, it creates a massive compliance violation.

Kyle Lai, President & CISO, and a Lead CMMC Certified Assessor at KLC Consulting, emphasizes the stakes:

“We’re seeing a rapid adoption of AI to handle CUI, but the technical and compliance requirements are non-negotiable. Any AI component that stores, processes, or transmits CUI must be FedRAMP Authorized or FedRAMP Moderate equivalent. Without this authorization, you face a significant risk. If you use a standard commercial service like a public large language model (LLM), even if it’s ‘good’, that CUI can be unknowingly uploaded for model training, resulting in a clear CUI spillage or leakage incident. For defense contractors, understanding this distinction between enterprise-grade, compliant AI and public services is the difference between achieving CMMC certification and facing a serious reportable incident.”

Inaccurate Evidence

An AI “mishap” can occur if a model mistakenly associates irrelevant or inaccurate evidence with a CMMC control. If this flawed output is presented during a CMMC Level 2 Certification assessment, the C3PAO will fail the control and potentially view the OSC’s System Security Plan (SSP) as unreliable.

CUI Exposure

Using AI hosted in a commercial, non-FedRAMP-authorized or equivalent cloud environment to manage CUI violates the data protection requirements in DFARS 252.204-7012 and the CMMC Program Rule (32 CFR Part 170). If an organization self-attests compliance while using such platforms, it may expose itself to significant risk, including potential False Claims Act (FCA) liability. The DOJ is actively enforcing FCA actions related to inaccurate cybersecurity representations.

The Vetting Solution: FedRAMP Authorization

The DoD and CyberAB strongly imply that any third-party tool, including AI platforms, used to transmit, process, or store CUI must demonstrate a high level of security assurance.

The industry best practice is to require AI tools to be hosted in environments with Federal Risk and Authorization Management Program (FedRAMP) Moderate Authorization or equivalency (such as an Azure Government (GCC or GCC High) or AWS GovCloud, Google’s Gemini). This is the key differentiator for trusted tools.

For example, suppose an organization uses Google’s AI services. In that case, the platform must operate within a vetted, compliant environment, such as a Google Cloud environment that meets specific government security and compliance benchmarks (e.g., FedRAMP Moderate). This assurance enables tools to be safely integrated into the DIB compliance workflow.

Best Practices for Adopting AI in CMMC

AI holds enormous promise for making CMMC compliance faster and more efficient. However, its effectiveness within the DIB depends entirely on trust, transparency, and federal-level security authorization. Choose your AI partners wisely, ensuring their security posture is as robust as the data they are helping you protect. 

Prioritize Proven and Authorized Infrastructure

The CMMC Program Rule and the underlying DFARS regulations require that Controlled Unclassified Information (CUI) be protected in accordance with federal mandates. Since AI tools often ingest, process, or analyze information related to the CUI environment (logs, configurations, etc.):

  • Mandatory Cloud Vetting: Organizations Seeking Certification (OSCs) must use only AI tools and platforms with FedRAMP Moderate Authorization or equivalency.
  • DFARS Alignment: Using an unvetted commercial cloud AI to handle CUI evidence violates the core requirements of DFARS 252.204-7012 (Safeguarding Covered Defense Information) and CMMC Program Rule.
  • Avoid Open Models: All CMMC guidance implicitly cautions against using open or commercial-grade LLMs (large language models) for CUI-related documentation management due to the inherent risks of data commingling and unauthorized exposure of training data.

Maintain Human Oversight and Expert Validation

AI is a tool for efficiency, not a replacement for human judgment. The ultimate decision on whether a practice is “Met” rests with the Certified CMMC Assessor (CCA), and the continuous compliance affirmation rests with the OSC’s Affirming Official.

  • Mandatory Review: AI output (e.g., policy drafts, evidence summaries) must constantly be reviewed and formally verified by a CMMC subject matter expert, such as a Certified CMMC Professional (CCP) or a CMMC Certified Assessor (CCA).
  • System Integrity: Human oversight ensures that AI does not introduce inaccurate evidence or configuration errors that would undermine the System Integrity controls and the credibility of the System Security Plan (SSP).
  • Final Determination: The final compliance determination must be attributed to and supported by a trained human, in accordance with the accountability requirements of the DoD.

Ensure Auditable and Explanatory Output

The CMMC Program Rule and CMMC Assessment Process (CAP) demand traceability for all assessment findings. AI tools must be configured to support this fundamental requirement.

  • Traceability Requirement: The AI tool must provide clear, auditable traceability. If an AI claims a control is “Met,” it must provide the exact evidence (file names, hash values, timestamps, source logs, and system configuration strings) it used to reach that conclusion.
  • Evidence Integrity: This explanatory output is necessary to satisfy controls related to Security Assessment, ensuring that the evidence is verifiable, comprehensive, and objective as required by CMMC.
  • Mitigating Mishaps: Clear traceability mitigates the risk of an “AI mishap,” allowing the human reviewer to catch and correct instances where a model may have mistakenly mapped irrelevant or outdated evidence.

Update Formal CMMC Documentation

The use of any major third-party tool, especially AI, must be officially integrated into the organization’s formal CMMC documentation.

System Security Plan (SSP): The use of the AI tool must be thoroughly documented in the OSC’s System Security Plan (SSP). SSP must specify:

  • The role of the tool (e.g., continuous monitoring, evidence aggregation).
  • How it is secured (e.g., FedRAMP Authorization, configurations).
  • Scope and boundary (e.g., systems accessible by the AI tool)

Boundary Clarification: For Level 2, the SSP must precisely define the system boundary to include the AI service if it stores, transmits, or processes CUI, and ensure that all relevant NIST controls (AC, AT, PE, MP) are applied to that service’s use.

Summary: Achieving the CMMC Advantage

  • AI is rapidly shifting from an optional tool to a contract-driven necessity for DIB organizations pursuing CMMC certification.
  • Per the CMMC Program Rule (32 CFR Part 170), any cloud service provider (CSP) that an OSC uses to store, process, or transmit CUI must have FedRAMP Moderate Authorization or Equivalency.
  • Vetting the AI platform’s underlying cloud infrastructure is now the most important preliminary step for any contractor embracing AI.
  • Using non-FedRAMP AI platforms to process CUI introduces significant compliance risk, False Claim Act investigation from DoJ, assessment delays, and potential contract violations and ineligibility.

Strategic Priorities for DIB Contractors

To successfully leverage AI without risking a critical Not Met finding, KLC Consulting advises organizations to prioritize vetted infrastructure, ensure human expert validation of all AI-generated outputs, and fully document the AI tool’s role and security within their System Security Plan (SSP). By embracing these safeguards, defense contractors can move beyond mere compliance preparation to achieve proper security optimization. The integration of AI, guided by sound compliance principles, offers DIB companies a decisive advantage: continuous compliance, faster assessment times, lower manual burdens, and a robust, auditable cybersecurity posture that secures their future eligibility for essential government contracts and strengthens the defense supply chain. This strategic approach ensures that adopting new technology leads directly to a successful and sustainable CMMC certification.
